Three obligations, three different dates
The two decisions in NN 101/2026 and the Consumer Protection Act amendments in NN 59/2026 do not arrive together.
XML or CSV price list
A machine readable file on your own domain, with the prescribed name and content. Products daily by 8:00, services on every change by 8:00, available for 30 days.
Withdrawal function
A webshop needs an online withdrawal form and must send the customer a confirmation with the date and time of submission. In force since 19 June 2026, so this deadline has already passed.

Anchor price and price lists
What is the anchor price?
The price that applied to a product or service on 10 September 2026, excluding discounts. From 1 October 2026 it must be displayed next to the current price, at the point of sale, in advertising and on websites. It is not a price cap, only information for the customer.
Does this apply to service businesses?
Yes. The decision covers traders registered for retail and providers registered for service activities, with no turnover threshold. A service price list carries the service name, the retail price with any special sale information, and the anchor price.
Do I need a price list if my site shows no prices?
The anchor price obligation arises wherever you display a price. The obligation to publish an XML or CSV price list is tied to something else: to having a website at all. Whether it applies to you depends on your registered activity, so confirm it with your accountant.
How often must the price list be updated?
Product price lists once a day, by 8:00 for the current working day. Service price lists on every change, by 8:00 on the day the change takes effect. Published files must stay available for 30 days.
What are the penalties?
Under article 20 of the Exceptional Price Control Measures Act: legal entities 3,000 to 30,000 €, responsible persons 1,000 to 4,000 €, sole traders 1,000 to 20,000 €, individuals 1,000 to 6,000 €. Enforcement is by market inspectors of the State Inspectorate.
What if the rules change?
The ordinance prescribing how price lists are published has not been issued yet, and the Croatian Chamber of Trades is asking for an exemption for small traders. So we build the minimum the rules require today, in a way that is easy to change. When the ordinance lands, the generator changes and you do nothing.
